NEW DELHI: Several telecoms department officials who worked under former telecoms minister A Raja were responsible for procedural lapses and violations in policy when awarding mobile permits to companies, an independent probe by a retired judge has found, further embarrassing the UPA government that has been battling allegations of wide-spread corruption.

A one-man committee of former Supreme Court judge, Justice Shivraj V Patil, which was asked to examine all allocations of telecom licences and spectrum since , is learnt to have named about six telecom department officials who had worked under former communications minister A Raja for policy violations resulting in the alleged 2G scam.

Justice Patil submitted his page report along with 1, pages of annexure to telecoms minister Kapil Sibal in New Delhi on Monday. Raja resigned two days prior to the report being tabled in Parliament. It is also alleged that the telecom department officials under Raja had tampered with existing policies to ensure certain companies were placed first in the queue for airwaves that comes bundled with a mobile permit.

However, it must be categorically clarified that these names could not be independently confirmed by ET. The report is also likely to have named other officials who handled the ministry from to , when the BJP-led government was in power. It is not known if Raja and his personal secretary R K Chandolia , who allegedly facilitated several deals on behalf of the minister, are also named separately in the Patil Committee report.

One of the first decisions of Sibal, who replaced Raja, was to set up the Patil committee to examine all allocations of telecom licences and spectrum since Asked about the six names referred above, Sibal said he was yet to read the report, and added the government will take a decision on it after studying it. He also said the communications ministry would take a call on whether the report would be made public. Some officials have been named and comments have been made. Prior to that, policy changes were approved by Trai, Cabinet and Parliament.

The committee came down heavily on the controversial First-Come, First-Serve policy in entertaining spectrum applications and sought complete transparency in spectrum allocation and assignment.


2G: Panel's report to Kapil Sibal mum on Raja's role

The OMC was constituted to go into deficiencies in the formulation and implementation of internal procedures by the DOT in the issuance of 2G licenses and allocation of spectrum during the period It has held that the decisions taken by DOT in respect of grant of UASL licenses bundled with spectrum , right from onwards and including the actions in , were neither consistent with the decisions of the Union Cabinet dated October 31, nor the recommendations of TRAI. Para 1. However it didn't yield desired level due to realization of low revenue by cellular and basic operators. Realizing this, NTP was approved by Union Cabinet with principal objective being to make available affordable and effective communications.
